Cllr Tony Annison sent his apologies
Cllr Mike Johnson attended the meeting and advised it is nice to be back to face-to-face meetings! Lots has happened in the last 18 months. The single unitary bid was not successful. There will be 2 local authorities for Cumbria – East & West. Mike believes this will allow cost and time savings for the parishioners. Savings will hopefully be seen after year 4 of the new authorities. Mike believes that the 2 authorities will be more productive and positive for residents of Cumbria. There is a 12 month shadow council for the new authority from 2022 to 2023. The new authorities will formally start in 2023.
Cllr Peter Pearson asked if there will still be local teams within the authorities, and allow the 2 authorities to partnership where needed i.e. salt procurement & spreading, surface dressing etc. Mike advised this will still happen, and things will be joined up.
Cllr Michael Stockdale asked about the ongoing road closure and Cllr Geoff Carruthers make comment about the road signage. Mike advised he has no answer, as keeps getting passed from office to office. Mike advised he will escalate to Andrew Jones (Executive Director of Highways). Cllr Peter Pearson advised there was no communication regarding the road closure or signage. Mike advised he was not notified either. Concerns are that the closure could potentially become permanent if not addressed. If the initial issue had been managed and completed the problem would not be what it is today.
Cllr Michael Stockdale asked about the bollards at Churchtown. CCC have responded that parishioners did not want them. Cllr Michael Stockdale disputes this. The parking is now extending where the bollards were, which is causing issues. Peter & Mike to contact CCC Highways to restart conversations on the bollards.
Cllr Diana Turton asked about the Geological Disposal Facility, Mike advised that ABC are part of the group so they are aware of how the scheme is progressing. The materials are already being stored above ground at Sellafield, and the buildings are deteriorating. Mike believes that the material being stored underground would be much safer than in the current buildings. Monitors will be placed to ensure that there are no problems/issues with the units.

25/2021 Parish Councillor Vacancy
It was noted that there are still vacancies on the parish council.
26/2021 Defibrillator
It was agreed to look in to Community Funding and see what funding is available, and the First Responders to see what defibrillators are in the area. To discuss further at the September meeting.
27/2021 Dog Fouling
The clerk advised after the last meeting, a request had been made to ABC for extra signage and dog waste bins, and the following response was received:
As part of the process for responding to any requests for additional bins in any location in Allerdale we review the volume of reports received for both litter and dog mess at the location. This allows us to establish the level of demand for the service and to support the decisions around the provision of additional services required from our contractors to empty the bins. We use the MyAllerdale service to allow residents to report issues and have these actioned quickly and efficiently, we also use this system to prioritise services based on demand.
I have reviewed the reporting system for this area and can confirm that in the last 3 months there have been;
0 reports for dog mess
0 reports of littering
I will ensure the Enforcement Officers are made aware of your request for visible presence in the locality and we will build this into the rural enforcement plan. We will continue to monitor reports of this nature via the MyAllerdale system.
To allow resources to be prioritised in the areas most in need please encourage residents to report issues via the MyAllerdale system. We regularly encourage this on the social media channels and newsletters to residents and businesses.
For nuisance reports, such as dog mess and litter etc please provide this information, along with the location and photos if available to https://www.allerdale.gov.uk/en/myallerdale/ or on 03031231702 and you will receive a response to confirm how your request has been actioned.
28/2021 Noticeboard
The receipt of the grant was noted and it was agreed for Peter to look at other local noticeboards and research noticeboards in preparation for purchasing the 2 new noticeboards.
29/2021 Highways
The clerk advised that the new Highways Asset Information System is now live. Councillors and parishioners are advised to report issues as they arise:
